Q: This is the first time that Vladimir Putin has sent troops to assist an allied regime that requested them, under article 4 of the 1992 Collective Security Treaty. The police crackdown quelled the popular uprising in Kazakhstan and as far as we know, the Russian troops have no blood on their hands. But do these events arouse serious concern, viewed from France, and if so, of what?
